Beyond Base Pay: Core, Crafted & Choice — A CEO’s Guide to Strategic Compensation Flexibility

A. CEOs: you are losing executive hires because your comp is too rigid.

Your board approved a compensation philosophy built for a stable market. Your best candidate just walked because your offer couldn’t flex. Every rigid pay band you defend costs you the leader who would have defended your P&L.

B. The Expensive Problem

Executive attrition and failed hires are now a board-level cost, not an HR line item. Globally, replacing a senior leader can cost 200% of their annual salary once recruitment, ramp-up, and lost productivity are counted. In Nigeria and across Sub-Saharan Africa, that cost compounds: naira volatility, scarce regional executive talent, and cross-border mobility make a “one grade, one number” comp structure fragile.

CHROs are watching top candidates decline offers -not because the number is too low, but because it’s inflexible. A CFO with school fees in dollars, a COO who needs housing support, a regional MD who wants deferred equity instead of cash: rigid base pay serves none of them, and your competitor’s offer does.

C. Why The Old Way Fails

Most Nigerian and African executive comp structures fail for three reasons.

First, CHROs benchmark against local salary surveys alone, ignoring that top-tier executive talent is now priced against regional and diaspora markets, not just the local labor pool.

Second, CEOs copy-paste global grading systems built for stable, single-currency markets- models that break under FX volatility and inflation-linked cost-of-living pressure.

Third, “flexibility” gets treated as a perk negotiated case-by-case, off the books, undocumented -creating internal equity risk and compliance exposure the moment two executives compare notes.

None of these are pay-band problems. They are architecture problems.

D. The Framework: The Core-Crafted-Choice Model

Strategic compensation flexibility isn’t about paying more. It’s about restructuring how you pay- inside a governed system your board can defend.

Step 1: Define Core (the non-negotiable 70%)
This is your fixed base — benchmarked, PAYE-compliant, pensionable under the Pension Reform Act, and consistent across a role grade. Core protects internal equity and gives your CFO a predictable payroll cost. It is never individually negotiated.

Step 2: Build Crafted (the structured 20%)
This is a pre-approved menu of role-specific allowances; housing, transport, hardship/hazard pay for regional postings, dollar-indexed components for expat or cross-border roles. Crafted is flexible within rules, not flexible by exception. Every option is pre-costed and pre-approved by the board, so HR can move fast without new sign-off each time.

Step 3: Offer Choice (the discretionary 10%)
A capped pool of executive-selected value: deferred equity or profit-share, additional pension contribution, sabbatical banking, or professional development budget. Choice is what wins the final “yes” – without becoming a permanent liability on your books.

Step 4: Govern It
Document every Crafted and Choice option in a single decision matrix, mapped to role grade and approval authority. This converts “special deals” into an auditable, board-approved system – closing the compliance and internal-equity gap most CHROs never see coming.

Step 5: Stress-Test Annually
Model your Core-Crafted-Choice ratios against currency movement and attrition data each year. What flexed the deal last year may be the wrong lever this year.

E. What Good Looks Like

A fintech scaling to 300 staff in Lagos rebuilt its executive comp architecture this way before its Series B raise. Base pay stayed disciplined and board-defensible. But every senior offer included a pre-approved Crafted allowance and a Choice menu – cutting executive decline rates and giving the CHRO a system to point to, not a negotiation to defend, when the board asked questions.

F. The Executive Takeaway

Compensation flexibility isn’t a cost problem – it’s a design problem. Get the architecture right, and you protect your P&L while winning the executives your competitors can’t close.

To help you build this without starting from a blank page, we built the Core-Crafted-Choice Compensation Flexibility Decision Matrix. It’s the same tool we use with our clients.
